REGULATORY REFORM (FIRE SAFETY) ORDER 2005
FIRE RISK ASSESSMENT FOR COLLINGHAM VILLAGE MEMORIAL HALL
INTRODUCTION
This risk assessment (RA) is prepared in order that the Management Committee can comply with the requirements of the above legislation and satisfy our insurers that we have done so. Though changes to the RA are considered to be infrequent the RA will be reviewed annually.
THE PREMISES
The premises are basically a single story stone and brick built structure with a small committee room and snooker room at first floor level. These rooms are accessed via a stone staircase and segregated from main building by a wooden door with Georgian wired glass windows. This level of segregation is considered to provide at least half an hours fire protection. It would be very unusual for there to be 20 persons at first floor level and under the previous legislation the West Yorkshire Fire Brigade did not deem the building required certification. In the event of the staircase becoming unusable access can be gained from the committee room and snooker room through openable windows onto a flat roof from which rescue could easily be achieved.
The main group of people at potential risk are the more elderly or infirm members of user organisations and children attending the pre-school group or dance classes. All these groups meet on the ground floor where multiple means of escape is available.
MEANS OF ESCAPE IN CASE OF FIRE
Emergency exit doors, capable of being readily opened from the inside, are provided in the main hall, entrance to the main hall, main hall extension and green room. Illuminated signs signify these exits. Emergency escape from the first floor is via the aforementioned protected staircase that leads directly to the main entrance door. Emergency lighting is installed.
FIRE EXTINGUISHERS
A number of extinguishers are distributed throughout the premises. These are on an annual maintenance contract with the date of the last inspection being marked on each extinguisher.
FIRE EVACUATION PLAN
It is the responsibility of the person who is hiring the premises to ensure they are familiar with the location of the means of escape, the position of the extinguishers and the procedures contained in the attached fire rules. It is also their responsibility to ensure that any person who is disabled has a nominated person to assist them to a safe place in the event of a fire. The Fire Rules (see below) will be distributed to hall user organisations.
IGNITION SOURCES Apart from gas fired units that are maintained on an annual basis there are no obvious ignition sources. A no smoking rule is in operation.
The building has a low fire loading. There are no permanent decorations that can introduce additional fire risks.
STORAGE OF HIGHLY FLAMMABLE MATERIALS
No highly flammable materials (i.e. with a flashpoint less than 21C) or flammable liquids (i.e. with a flashpoint between 21 & 55 C) are stored in the building.
FIRE ALARM
An integrated mains electrical fire alarm with battery backup is in the event of mains failure is fitted throughout the building. Operation of any of the fire alarm points will trigger the main alarm that is audible throughout the building. Once operated the fire alarm can only be isolated by a member of the committee or the caretaker. An annual maintenance procedure is in place and monthly/quarterly tests are conducted and recorded by a nominated committee member. All hall users should make themselves familiar with the relevant parts of the “Fire Rules” posted in the hall and at the end of this assessment.

FIRE RULES
- On suspecting a fire immediately evacuate the premises and provided it is safe to do so operate one of the fire alarms
- Firmly close all doors of every room once all persons have left.
- Ensure the fire brigade is called. Dial 999.
- Provided it is safe to do so check other parts of the building, especially toilets, are unoccupied.Those within the building when the alarm sounds should gather in the main car park.
- The responsible person should ensure that all persons known to have been in the premises are accounted for and await and report to the fire brigade when they arrive.
- The responsible person should contact the caretaker or any other member of the management committee.
